Can I use ADP over the internet?

I don't know what "ADP" might be. If you mean Apple Remote Desktop, yes, it will work across the Internet, as long as you have the correct ports open and if necessary forwarded in the routers on each end. If you just need the ability to control a remote system, a service such as LogMeIn is often less trouble, though performance may not be as good.
