So where does it say how to reset your security questions?

You are sure that it's a rescue email address and not an alternate email address ? They are different settings/addresses on your account. If it is a rescue email address then you should get the option to send reset info to it as described on that page i.e. under the 2 questions.

You can try the suggestions in that user-tip - you won't be able to add a rescue email address until you can answer 2 of your questions, so you won't be able to use that route
