Audio books I buy on iTunes on my iPad 2 won't sync to my iPhone. How do I do this?

You cannot download audio books to another device by using the past purchases feature. Audio books are not part of the free redownloads.
So you can't sync audiobooks but you can sync regular books & music- --- -all purchased on iTunes?

What do you mean by sync to the phone? You cannot sync iDevices with one another at all.
If you mean that you cannot download the book on the phone after downloading it on the iPad - that is because audiobooks are not part of the free redownloads of iTunes in the cloud - or at least that is my understanding.

If you transfer the book to iTunes and then sync it to the phone, that may work.
