Updating iTunes on a computer won't itself update the device's iOS but may permit a newer iOS version to be separately installed on it.

Your model can be upgraded to iOS 6.x.x, but you should not need an iTunes update to do so. Connect it to your computer and open iTunes. Follow instructions below for upgrading from iOS 4.

No. The act of updating iTunes does not update the iPod. iTunes 10.7 is needed to be compatible with iOS 6 (the latest OS) devices. After the iTunes update (if you don't already have that or a higher version), then you can connect the iPod to iTunes and check for updates. iTunes will download the update and install it to your iPod. Make sure it is plugged in throughout the whole iOS update process.

What version of iOS do you currently have on the iPod? Settings > General > About > Version. If it is iOS 5.0 or later, iTunes is not needed and you can go to Settings > General > Software Update. If it is older than iOS 5, you will not see this menu and need to update in iTunes.
