Was your device jailbroken or on a network that supports a hotspot?

There is no option when you go to settings, general, cellular...? Had you used it as a hotspot before?

if you are connected to wifi already it will not show up disable wifi and then try it.

I also have a Iphone 4s and lost hotspot after this latest update. Device is not jailbroken, connected to Telstra network from new, purchased from Telstra and Hotspot was available and working right up until I did the update. Very frustrating because I use it all the time. Can some one please help.
