Regarding payment methods on App Store

I have a Punjab National Bank(India) ATM&Shopping Card( Master Card).Whenever I try to purchase an app on my ipad 3, it shows "Your payment method is declined,Choose any other Payment method."
Can't I make a purchase using this card?
