Q: I cannot open my personal hotspot

I am using iPhone 4S 64gb . I have 3G . I can see the tab personal hotspot but it does not open

It just keeps on reading or buffering. Please tell me how can I use hotspot

iPhone 4S, iOS 6.1.2
