So if I power off my iPad it enables cellular data every time I power it back on. I do not want to have to turn off every time I turn on or off. Is there a bug or is this normal? I thought Cellular Data shouldn't turn back on until I manually turn it back

Ipad2 cellular data issue. Replacement ipad2 (Ty apple) and now cellular data turns itself back on when you power the device off. You must disable cellular data in settings EVERY time you power up your iPad. Is this right? Is there a way that it'll stay off?
