Changed my apple id but now I can't change icloud on iPad. Do i delete the icloud account and RE enter with new ID/email address?

how do you do that if you can't use your Ipad, because the "sign in to Icloud" pop up keeps coming back because your email listed is the old one and your password won't work ?
