Why I can't add my mobile number on I pad 4 to activate my I message

You need to be using an iPhone in order to add your phone number. It doesn't work with any other type of cell phone or smartphone number, because Messages only works with other iOS devices. If you are trying to add an iPhone number, take a look at this.
