What does the LTE stand for ?

Its an acronym for Long Term Evolution. From a technical standpoint, it refers to an advanced 3G transmission technology. It is sometimes used interchangably with 4G, but technically it is not 4G.

No, it doesn't use your data, it is the means by which your device transmits data (assuming your carrier offers LTE and you have have current access to the LTE signal - both of which are true if you see LTE in the status bar).
Long Term Evolution, it is much faster then 3G data connnections.
