upload photos to photostream not working

I have tried to upload a photo from my Windows desktop to my Photostream but they don't appear on my iPhone or iPad. I tried both copying the image to the upload folder in my iCloud Photo Stream folder and also using the Windows Explorer "Add" menu option but neither of these work.

Does anyone have any suggestions on what else I can try?
