When I select my app to purchase and go to payment section and enter payment details my visa silver debit card payment gets declined anyone please help!!

Try a Different Card.... Preferably NOT a Debit Card but a Credit Card.

Log into iTunes > sign into your account then scroll down to payment information and click on edit. The screen that comes up will show you what you currently are using and just above that will be a row of icons for other cards. Look for another card that you have and you can change to that. You can only use the payment methods that are illustrated.
