Q: Try to downgrade iCloud storage to 5 gb.

I am still not able to downgrade storage to 5 gb.  When I choose the 5gb option the "Done" button is grayed out.  Am i currently being charged for something that I virtually never use (current usage <1gb).  I pay for the MusicMatch separaetly and Apple says that it is not included in the iCloud storage space.

Mac mini, OS X Mountain Lion (10.8.2)

iTunes Match is nothing to do with your iCloud Storage. Did you actually pay to increase the iCloud storage beyond 5GB? What does your System Preferences>iCloud preference pane say about your storage?

Or were you a member of MobileMe up to the transfer to iCloud last year? If so you have some complimentary storage, but only until 30 September. At that point if you do nothing your storage will revert to 5GB (which would be why you can't downgrade it - the downgrade is already in place).
