Q: HostSpot in IOS 6.1.2 in Iphone 4S

Here is a problem with the HotSpot, i have try all the suggestions from reset Network setting (what make me lost all the users and paswords in the memory of the phone) i have also tried totally reset (what make me lost all the data seting like rigstones alarms, background picture and others) and restart to phone what make me lost also totaly all the complete data base in the phone to try to solve HostSpot problem, in Iphone 4S, so I just want to know if Apple have the ability or SKILL to give a working solution, if have the Ability or SKILL to develop one stable software together with one stable product, in the last time i find out following

1) Take off google maps what make me walk on with my wife pregnat for two hours in China looking for the Hotel because Apple maps can't find this

2) After this with the new update the battery go down so quickly and many Iphone 4 and Iphone 4S got big problems with the Batary charge module where the iphone stop to play sound, the solution was change the module my iphone 4S have less of one year and already change that module

3) After new update the last one 6.1.2 the Iphone 4S lost the functionality of HotSport and the suggestions from Apple are really bad but beside this push you to lost data from your phone and lost time a lot of time
