Can anyone explain the following error?

Please, I am looking for an EXPLANATION, not a work around or a fix.
(Currently occurring under 10.8.2)

Gatekeeper & Sandboxing.
I suspect Sandboxing is correct rather than Gatekeeper, but I can't find any useful information about what//why it is failing.
What is Sandboxing preventing?... a write to Root? an invalid password? an invalid developer signature? (which could also be from Gatekeeper).
Most of the instances I've seen are authentication related, so dev sig is quite possible, but so are other things.
