Not withou information - best guess is that you need to purchase an upgrade as you were told - but without knowin what you have or what you are doing no one can do anything except guess

on my icloud which I have an account the photo stream on the pc is blocked to state update, yet I bought lion os x so that I could use my iphone 4s on icloud so I would have guessed the photo stream usage would have come with the lion when I bought it over the net as I previously had snow leopard - i have iphoto 11 so I am not understanding what I am buying to get photo stream - does this make sense now? Thanks

What system are you running on your Mac?  If it's Lion then you should have a System preference pane with iCloud as shown below:

    MtLionsysprefs.png

Click on the iCloud button and set the settings to:

You will have to log in to your iCloud account with your Apple ID and password used to set it up.

Then in iPhoto 9 (11) you'll have to set up the iPhoto Photo Stream preferences as shown here:

From the FAQ link I sent earlier

What do I need to use Photo Stream?

To use Photo Stream, including Shared Photo Streams, you need an iCloud account, compatible devices, and up-to-date software:

    • iPhone, iPad, or iPod touch with iOS 6.0 or later
    • Mac with OS X Mountain Lion v10.8.2 or later and iPhoto 9.4 or Aperture 3.4 or later
    • PC with Windows 8, Windows 7, or Windows Vista (Service Pack 2) and the iCloud Control Panel 2.1 or later for Windows
    • Apple TV (2nd generation) with Software Update 5.1 or later

You can still use Photo Stream without Shared Photo Streams if your devices meet these requirements:

    • iPhone, iPad, or iPod touch with iOS 5.1 or later
    • Mac with OS X Lion v10.7.5 or later and iPhoto 9.2.2 or Aperture 3.2.3 or later
    • PC with Windows 7 or Windows Vista (Service Pack 2) and the iCloud Control Panel v2.0 or later for Windows
    • Apple TV (2nd generation) with Software Update 5.0 or later

For complete iCloud setup instructions, visit How to set up iCloud.

You still have not provided version numbers for the OS or for iPhoto
