I can't connect ipad 4 to my PC using Windows 7

My PC does not see ipad, hence it can't sync with iTunes. I saw that many people have the same problem. I tried all the steps suggested by Apple like connecting to different USB ports, updating ipad software, updating itunes on computer, restarting both computer and ipad, close all apps, disabling third-party System Services and Startup Items. Nothing has happened.

I would appreciate any solution or suggestion before I bring this ipad to the shop?
