how do I combine two PDF files, using OS X 10.8.2?

how do I combine two PDF files, using OS X 10.8.2? I've tried following other suggestions such as open PDF, open thumbnails, drop and drag it. It won't let me drop and drag. When I go into security settings I can see Document Assembly and Page extraction are not allowed. Is this the problem? I just really need to combine these two PDF files

1. Are you using Preview or some other app? I can't find "security settings" in Preview.

2. try duplicating both pdfs and then combining them by moving thumbnails.

3. try unlocking the documents (hover over the name in the title bar and a little triangle will appear to the right of the name. Click on the triangle and a drop-down menu will appear. (in Preview)

Open both documents, one after the other, (I use thumbnail view). For document 'A', select all pages and choose File > Export... and save with an appropriate name, do the same for document 'B'. When you have your saved copies you can manipulate as you see fit. I'm not sure if you lose any in depth PDF editing attributes.
