I created a disk image using disk utility and was wondering if I can convert it to a MP4 is that possible ????

A DMG file is a disk image file an MP4 file is a video file. Converting doesnt; make sense in this context They are two different things.

Double click on the .dmg icon to open it. What are/is the file(s) that's inside it.

Once you have the DMG opened it should appear as volume in Finder. You can select the video file then and play it.

A VIDEO_TS folder is a completed DVD video ready to burn as is to disk (must be burned as a video disk). It's already in MPEG-2 format. If you want to view the video, you can use the free VLC Player.
As Kurt poind out a TS folder indicates you have an actual video DVD not a computer data file with video in it.
DVD player might be able to play it If not VLC player is a good thing to have.
