other than that it can be airplayd to from ios devices such as iphones and ipads to play what the ios device is playing unless the app of the ios device actively block airplay

I do not think apple had the time or interest to develop an app for BBC iPlayer and BBC has their own console and may want to sell it rather than apple TV. But certainly an iplayer app for apple TV like the one for YouTube would certainly improve the sale of apple TV.
In effect it is corporate politics leading to purchase of two different gadget like the mobile chargers. At the end of the day it is the poor customer going to get the stick.
I have worked around it for the BBC Radio by installing Airfoil http://www.rogueamoeba.com/airfoil/.
This is available for mac and windows.
For BBC TV I haven't found an option.

I use the adding of network stream in itunes so I don't have to pay for airfoil
it lowers the quality of the stream after some time if one use the free version
about iplayer then maybe it would improve the sale but likely mostly in UK
as the rest of us have to pay a monthly price to bbc if we wish to use the player
