1. Click on the iTunes Store tab on your left.
2. On the homepage near the right you should see a link that says "Purchased". Click it.
3. Select the Music tab.
4. Click on "All Songs"
5. On the right you'll see the usual clouds next to each song. You should also see a grey button near the bottom right of the page/window that says "Download All." Click that and it will start downloading your entire purchased collection!

Feb 22, 2015 6:29 PM in response to momentoflenby PuzzledAverageUser,No, that doesn't work. Or, I am a bit dense here (talking about iTunes 12.1.1.4 on Windows 8.1). There is no "iTunes Store tab on your left". The "file menu" for "store" does not offer such an option. But at least, for the drop-down menu under the little head icon in the top bar, there is a choice called "purchased". I click on that, and I see "Most Recent", about one item (which I have not downloaded, I guess), and on the very left a long list of names. I can download that one (clicking on the cloud) or click on "Download All" in the right lower corner. That downloads just what I see on the screen. Then, I have to go back EACH TIME or SELECT ANOTHER ARTIST, and do the same, over and over and over again. This is certainly not downloading my entire collection ... only, when I do it all, painfully, one step at a time.
Any further bright ideas?

Feb 28, 2015 5:59 PM in response to PuzzledAverageUserby nss01,As Puzzled said, the "download all" button in the bottom right doesn't work at all as advertised. It will only download what's shown in your window, which is whatever album or song you have highlighted. This is extremely irritating and inconvenient.
Is there not a way to select all songs at once? I've been spending a few days trying to figure this nonsense out. It should not be this complicated.
EDIT: this is also for iTunes 12.1.1.4 for Windows 8.1

Put "a" in the search field with "not in my library selected" then hit "download all", then "b", and download all, etc.
At the most you'll have to do this 26 times, probably less.

May 13, 2015 12:31 AM in response to mobilemobsterby cjsporl,I've been searching for a solution to this problem for a long time now. Let me say that the mac version of itunes is worlds better than the windows version. So in order to download all your purchased to need to do the following.
1. go to the tab in the upper hand corner and select preferences
2. in preferences go to store
3. in store make sure "show iTunes in the Cloud purchases" is checked
4. exit iTunes and re launch the program
4. in the music part of your library you should see all the music you have in the cloud and you may play all of your music that way. If you would like to download all of your purchased music right click on any song and click download. That will download every single song that you own without having to click the cloud button.

May 25, 2015 3:01 PM in response to mobilemobsterby kpizle,You can also just go to my music in iTunes, on the top right you can click to view by songs. Click on any song, then press cmd a, which will highlight all the songs. With everything highlighted just click any song's download from iCloud button. It will then download them all.
