Q: Cannot access i cloud control panel. Sign in hangs.

Have downloaded icloud onto PC running windows 7. Cannot sign in. It just hangs. So cannot access i cloud control panel to add apps like photostream. What to do?

With those symptoms, I'd try the following document:

Apple software on Windows: May see performance issues and blank iTunes Store

(If there's a SpeedBit LSP showing up in Autoruns, it's usually best to just uninstall your SpeedBit Video Accelerator.)
