Notifications over fullscreen online video?

I've noticed notifications appear even over fullscreen video, like when watching a movie on VLC, or Quicktime for instance – which is great. But is there a way for them to show up on top of fullscreen online video, such as from YouTube, Vimeo, or any other video site like that?
