MY IPHONE 4s will not send/receive pictures to non iPhones.

I downloaded the 6.1.2 software update. After that I was no longer able to receive picture messages from non iPhone. But I was able to send them pictures. I run on T-Mobile's prepaid 3G network. I tried putting in different APNs, I had no luck. Since I did that I could not receive/send pictures to non iPhones. My iMessage does work with the picture messaging. Does anyone know what I can do? I have done so many restarts on my phone.

iPhone 4S, iOS 6.1.2

I have the same problem. All instructions to fix it say make sure MMS is turned on, but my phone does not have the option to turn it on and off. It only has the options for show subject field and character count. And those are only available when imessage is turn on. I've had the same carrier for years and never had a problem with any of my androids so i know it has nothing to do with my carrier.
