My company uses Gmail Calendars (Gcal). iCal users with Gmail account can then import this data into iCal.
However, we now need to share a calendar in Gcal with Apple users who do not have a Gmail account. How can they view and edit this calendar in iCal without having to register to Google?

I don't think it is possible.
You can make the calendars public, and they would be able to subscribe to them without a Google account. I don't think it is possible for them to edit it without the user having a Google account.
