question:could not activate ipad ,it keeps telling me the activation server is temporarily unavailable

Question: I have recently purchased a second hand ipad, and found that i cannot activate it it comes up with "could not activate because the activation server is temporarily unavailable". I have tried connnecting the ipad through itunes website but again the device could not be activated.
