FaceTime is not an app per se, but accessible through the Contacts app. Remember that the person you are calling must also have an Apple account tied to FaceTime.
Sorry, forgot to mention you should open the contact of the person you want to FaceTime with, then scroll to the bottom of the page. FaceTime is listed as a way to connect.
You need OSX 10.8.2 Mountain Lion to have FaceTime on the Mac. Also an Apple ID with a valid e-mail address for the Mac.
