What do you mean by format? Erase it? If you want to erase it and start over go to Settings>General>Reset>Erase all content and settings.

I want to delete Cydia(jailbrake)application actually....hurm.....
Then restore the iPad. Read this all the way through. You may need recovery mode since you jailbroke the device.
