If you formatted your Time Machine external drive as Mac OS Extended-Journaled with the GUID partition table, then you can boot from Time Machine by using the Option key at startup and selecting your Time Machine volume. When you boot into Time Machine, you will get the OS X Utilities menu and then you can select the Restore from Time Machine option.

Format your SSD first using Disk Utility before you do the restore.

Restoring from Time Machine will NOT install the Recovery HD. So, you can boot from your Time Machine back up again which should provide you with the OS X Utilities menu and then download/reinstall ML on top of itself. This will install the Recovery HD for you. Select the Reinstall OS X from the OS X Utilities Menu.
