I'm thinking of getting an iPad 4 or waiting for the 5th but if I got one with wifi+cellular how much does it coast each month for the cellular

The cellular service is data only, so different pricing than full cell service. I am not sure about AT&T and Sprint, but Verizon has offered a monthly plan for the data service...you join when needed and quit and just pay by the months used. No contract like cell phones.
But as the Gator said, check the carrier you choose...and remember, iPads are not carrier locked like iPhones.
The cost will depend on the contract or plan you get with the cell carrier, so as has been said contact the cell carrier of your choice and find out what type of plans they offer.
