I have 2 backups on my iCloud, I replaced my first iPad and both back ups are listed separately. I am looking for data in notes that I previously backed up.

If you wish to restore from an iCloud backup, the HT1766 article you attached tells you how to do that.

You cannot restore only part of a backup. If you want that notes data restored, you need to restore the entire backup that contains them.
