To enable the Guest network, the AirPort Extreme Base Station must be in router mode (its default). That is both its NAT & DHCP services must be enabled. The double NAT condition is "normal" if you have multiple NAT routers in series, like the FIOS & AirPort situation you have. This condition is not bad in itself, but does cause some complications. For example, network devices connected to either router will not be able to "see" those connected to another.

Thank you, Tesserax, I appreciate the responce.
As I checked and you mentioned, my router mode is both NAT and DHCP. Yet in wireless section of Airport Utility lover portion is complitly missing. I disable wireless function In FIOS modem/router. Do you think I should turn it back on?

    Thanks again for your help.

If, on the Wireless tab, Network Mode equals either "Create a wireless network" or "Extend a wireless network" then you should also see an option for "Enable Guest Network." Is this not the case?

Your attachement did not come through. I have included mine for reference:

This is with version 6.2 of the AirPort Utility.

... and on the Network tab do you have Router Mode to equal either "DHCP and NAT" or "Off (Bridge Mode?"

Note: You will need both firmware version 7.6.3 running on the base station and AirPort Utility version 6.2 to have these options available.

Yes, Tesserax, I have "DHCP and NAT". Also AirPort Utility 6.2 and firmware 7.6.3

The only other thing I can think of is (as you already expected) is that you FIOS router may need to be reconfigured as a bridge so that the Extreme is the only router providing NAT & DHCP services.
