Buying a new charger is the only way when it broken without any man-made reason after warranty?

Bought a Mac Pro one year and 3 months ago in US, while 2 days before, the charger doesn't work anymore without any man-made reason. I check the welsite, found there is an additional information:

" Whether your product is in or out of warranty, you can take your adapter to an Apple Authorized Service Provider or Apple Retail Store for evaluation and replacement if necessary. Pending the results of the evaluation, you may or may not be eligible for a replacement adapter free of charge. Signs of accidental damage would negate any coverage. Be sure to bring in the computer used with the adapter; it is required to process potential adapter replacements."

I am in Europe now and I brought my mac to apple store here, the stuff here said the only way to solve the problem now is to buy a new one. I am not a native English speaker, while from what I undertand, I think if the charger doen't work becasue of a techonical problem, I may have a chance to get a free one no matter it is in warranty or not. I am really confused now.

Thanks for answering!
