Q: When using Windows 7, I cannot enable photo stream. I can open the iCloud Control Panel but it continues to say photo stream is not enabled, how can I enable it?

I had the same problem. I found the fix in another thread. Instead of logging in with you iTunes login, use your iCloud e-mail address as your login. Worked like a charm.
