My IPad is plugged in...but it's % keeps going down?
It's saying its charging...but it keeps losing power? Any suggestions. Please.

i think change the charger and then after u facing this problem u should restore u r ipad 2.
How is it plugged in? If you have it plugged in via USB to your computer, then yeah, it'll lose power because your average USB doesn't put out enough power for the iPad to both charge and be used (really all it puts out is a trickle charge, the best way to charge it is with the supplied power brick plugged into the wall)
Now if you have it plugged into the wall and it's still losing power then something may be wrong.
Is your outlet a good one? Is the charger plugged in all the way to the device? Are you using an iPad power brick and not an iPhone one or third party one that may now have enough power? Could the cable be bad?
If you swap out the power brick and usb cord and try a different outlet and it still wont' charge. If you make sure the cord is plugged into your iPad and it still wont' charge, then it may be time to make an appointment at your local apple store and have them check it out.
It was plugged into the wall when it was losing power. When I plugged it into my MacBook Pro, it was fine. I had it plugged in with the tiny wall plug. Not that large power brick. I'll just use a different outlet next time.
What do you mean by tiny wall plug? The power brick I'm talking about is about 2 inches square and if you read the tiny print should say it's a 10W charger.

If you have an older iPad it's a 10W charger, a newer one it's 12W, both look the same.
If you are using the iPad while charging, especially if you are playing an intensive video game, it will continue to discharge.
The quickest way (and really the only way) to charge your iPad is with the included 10W or 12W (5W on Mini) USB Power Adapter. iPad will also charge, although more slowly, when attached to a computer with a high-power USB port (many recent Mac computers) or with an iPhone Power Adapter (5W). When attached to a computer via a standard USB port (2.5W, most PCs or older Mac computers) iPad will charge very slowly (but iPad indicates not charging). Make sure your computer is on while charging iPad via USB. If iPad is connected to a computer that’s turned off or is in sleep or standby mode, the iPad battery will continue to drain.
Apple recommends that once a month you let the iPad fully discharge & then recharge to 100%.

It will charge to 100% in 4 hours 2 minutes. The new iPad has a larger capacity battery (42 watt-hours), so using the 10W charger will obviously take longer. If you are using your iPad while charging, it will take even longer. It's best to turn your new iPad OFF and charge over night. In rare instances when using the Camera Connection Kit, you may notice that iPad does not charge after using the Camera Connection Kit. Disconnecting and reconnecting the iPad from the charger will resolve this issue.

I wasn't playing a game. But thank you. I got it figured out. It was the plugin that it was plugged into...
Also, I find that sometimes when I flip the part that goes into the charger, it works.
I Say that you unplug the charger because sometimes chargers get hot. Then unplug the charger and you should have the battery life going up not down.
