Purchasing apps in dollars using Philippine peso

I have a Metrobank (mastercard) and I want to buy an app that costs $ 0.99, but upon checking up the net I have read articles that says they're charge more than the original price of the app. I just would like to ask if how much is the FOREX charge in buying an app in dollar using a Philippine peso bank account?
