What is the exact error message you are seeing?  Also, are you saying that iCloud is grayed out and you can't select it in settings?

i have set up email in icloud and had a verification email sent i go to verify it however when i go to sign in to icloud it says too many accounts set up.  my son has also set up an address name@apple.co.uk and name at apple.com which i cant access.  When i go to icloud on my phone it is all greyed out and it goes back to my email address asks for password and back to too many accounts.  Been into apple shop and on phone for support have tried resetting phone no luck

Does it say "the maximum number of free iCloud accounts have already been activated on this iPhone"?  Also, check Settings>General>Restrictions>Accounts (near the bottom) to be sure it's set to Allow Changes.

Each device can only activate a certain number of iCloud accounts (I believe it's 3).  Once this maximum is reached, your only options are to either re-use one of the accounts previously created on your phone or create a new account to use on another iOS device or Mac (running iOS 10.7.2 or later), if you have one.
