My location services is removed from my settings, but I later found it under privacy, but it's greeted out so I cannot turn it on or off. I have an iPhone 4s. Please help because I just downloaded the Zombies run app so please help or else it was a waste of money!

Are location services restricted? Sounds like that's the issue.
Check Settings > General > Restrictions > Location Services
