Why won't iMessage send messages over wifi without Cellular on?

I have the latest version of iOS 6 and my iPhone 5 will not send or receive iMessages over Wifi alone without cellular data on and my phone switches the wifi connection to 3G or 4G LTE and it's running up my data usages. Any suggestions????

WiFi has always disconnected when the phone goes to sleep. When you say shut off cellular, do you mean cellular data? That doesn't matter, because SMS does not use cellular data OR WiFi. SMS is sent over the voice side channel, so unless the phone is in airplane mode you can't turn off SMS. That's why phones that don't have data can still send and receive SMS.


BTW, if the phone is connected to power WiFi will not shut off when the phone goes to sleep.
