I have the latest version of iOS 6 and my iPhone 5 will not send or receive iMessages over Wifi alone without cellular data on and my phone switches the wifi connection to 3G or 4G LTE and it's running up my data usages. Any suggestions????

This means that the recipient cannot receive iMessages, so the phone switches to cellular. You can block this action in Settings, but then the messages won't be delivered. Remember that iMessages can only be received by iDevices, and the recipient most have enabled iMessages in Settings.
Even if the recipient doesn't have an iPhone/iPad/iPod that message can just be sent with a 2G network though. The problem is my phone won't hold the wifi connection. Is this a wifi or iPhone problem?
3G or 2G doesn't matter; it's cellular regardless. If the recipient cannot receive an iMessage it cannot go over WiFi; it must go cellular. And it does not go via celluar data; it goes over the voice signaling channel.
In the past it's never done this and I've had it for three or four months... Hmm... It may just be the wifi connection because it doesn't just happen over iMessage. I connect to my house wifi, shut off cellular, and when I "shut it off" (sleep mode) it disconnects! : (
WiFi has always disconnected when the phone goes to sleep. When you say shut off cellular, do you mean cellular data? That doesn't matter, because SMS does not use cellular data OR WiFi. SMS is sent over the voice side channel, so unless the phone is in airplane mode you can't turn off SMS. That's why phones that don't have data can still send and receive SMS.
BTW, if the phone is connected to power WiFi will not shut off when the phone goes to sleep.
Yes when I say shut off Cellular I mean "Cellular Data" sorry! I used to be able to send texts without cellular on and only wifi. No matter An apple device or not. Now I have to have cellular on for ANY type of messaging!
Why won't iMessage send messages over wifi without Cellular on?
