I have a 16GB iPad with 5.0GB storage left.
I want to download more tv shows for when I go overseas but it says 'I do not have enough space'.
If I have 55GB of storage on iCloud how can I go about downloading it so it saves there instead?

No.
You can't. iCloud does not store purchases. If you are out of physical storage space in your ipad you have to delete some stuff from it.
If your country store allows it you can always redownload past purchases at no extra cost.
