I believe you're referring to the symbol to the very left on a "List View" TV Shows, Movies, etc., or perhaps the Downloads window. If so, that symbol means the file is getting ready to dowload, or is "Queued for Download."
You should eventually see that circle first, become outlined with a solid line, as it is beginning to download.
The circle should start filling up inside, as it downloads.
That should be the same column that shows a solid blue dot for episodes not played, or a ½ blue dot, if it's been partially played. The dot disappears when it's been played. Its the same for Movies, although I don't think music views have that.

I have the same question as the symbol appears next to a lot of tunes that I previously had on my iPhone that now only appear there in light grey and are not playable. They only show on my iPhone, in iTunes on my laptop the same tracks appear in the standard solid colours just lke all the other tracks.
They are not queueing for download as they have been there for over three weeks an haven't changed. Furthermore, some were CD's I had ourchased from a long time ago and some are songs that I have downloaded from iTunes. There is no common theme between them except this symbol and my frustration at not being able to play them on my device.When I try to sync I do get a -69 error code appearing as well
I wiped my iphone clean, even in itunes of music. After that I synced my phone and 4 songs showed up again with the dotted circle and grayed out. One of the songs that was on my device with a gray dotted circle I took from Music to my device, hoping that it would replace the dotted one. NOPE!!!! That song that I moved is black but the grayed out one stayed. What is going on????
Something similar to that happend to me. If you get an explanation and/or solution, please let us know!
I, too, have the same question and I can't find the answer anywhere. I think I have the same situation: the dotted circle songs are greyed out and unable to be played. And there has been ample time for them to be downloaded by now. What I really want is to be able to move my library on the phone to my laptop or desktop, or even my iPad. I can't seem to figure that part out easily because I do not get a prompt or option to have the device overwrite the iTunes library. Any suggestions?
