I have trouble accessing Mac folders from Windows

I have created a user on the Mac matching the login on the Windows machine with full access. This works when the permissions are set, but upon creating a new subfolder, the permissions are not inherited, and always need to be reapplied. Is there a way to ensure that folder permissions are always inherited from the parent folder?

iMac, Mac OS X (10.6.8)
