I want to use findmyiphone to track my lost iphone, but recently deleted the device. I want to restore/recover the deleted device on icloud. CAN ANYONE PLEASE HELP ME WITH THIS TOPIC! big appreciation and reward....

I am understanding you very clearly. I am answering your question fully, I can't help it if the answer isn't what you want to hear.
I have told you that if your lost phone connects to a network then it will re-appear in the Find my phone app from which you have deleted it, until such time as it does there is nothing you can do.
There are a number of reasons why it may not be able to connect to a network, it may not be near a network, the battery might be flat, it may be switched off or someone may have found the phone and wiped it and made it their own.

but on my iCLOUD ACCOUNT - I HAVE ERASED this iPHONE5 device ,
what can i do to add that back onto my icloud account? i cant right? so im thinking is there anyway to restore/recover/retrieve the erased/deleted DEVICE ICON of my iphone5 back from my icloud account?
Is this answer still true with new ios 11? ie if the device is removed from 'find my iphone' when offline, it will reappear when it is back online?

Is find my phone enabled on the lost device.
You can only locate your device when it is logged into iCloud and 'Find My Phone' is enabled, additionally the device will need to be switched on and connected to a wifi or cellular network.
Unfortunately, you cannot activate iCloud or 'Find My Phone' remotely.
What do you mean when you say you recently deleted the device.

I want to find my lost iphone5,
Ive added this device iphon5 in the FIND MY IPHONE app in icloud account.
everything works fine until, i thought i didnt need it anymore so i erase the device iphone5 in FIND MY IPHONE app that's in my icloud account.
and now i lost my iphone, again so i went back into my icloud account to get on the FINDMYIPHONE app to track the missing iphone but the iphone5 icon isnt there anymore ( because i have recently removed it) in findmyiphone.
I REGRET deleting it, so now i want to recover/restore and get back that iphone5 icon to track it and find it but its not there anymore , how can i get it back PLEASE PLEASE help. I SPENT days looking for ways to get the iphone5 icon back in the FINDMYIPHONE app in my icloud acc but no luck. Please be my Luck.... ANYONE!

Providing "find my phone" is enabled on the lost phone it doesn't matter that you have deleted it from the find my phone app on another device. So long as "find my phone" remains enabled on the lost phone, when it connects to a network, it will be re-added to the app from which you have deleted it. If this isn't happening then it simply means that your lost phone is unable to connect to a network for what ever reason.
