I'm not able to update or download apps on my iphone 5 (iOS 6.1.2). I'm logged in, but when I tap update all or update next to the individual app or install at a new app, nothing happens. It's as if the phone is not registering my tap - or that there is some restriction in place. Any suggestions?

Try:
1. sign out of the App Store, and sign back in, then retry the download.
2. If still unresponsive, try resetting the phone (hold power/sleep and home buttons until the Apple Logo appears, then let it boot back up).

Tried that already :-( this has been going on since Sunday...... Thanx though!
Check: Settings>General>Restrictions...are yours on? Installing Apps>On/Off.
Restrictions are totaly off.
If restrictions are not on, and a reset didn't change anything, your next step is to restore from your most recent backup. Follow this by syncing your content back to your phone.
So you think to sync back the apps from my computer to the phone? I can try that, but pretty wierd problem!
Is there anywhere else on the itunes account that app dowload can be restricted?
User troubleshooting steps are in this order:
1. Turn your phone off, then back on.
2. Reset.
3. Restore from Backup.
4. Restore as a New device.
Since a reset didn't change anything, signing out/in didn't change anything & restrictions are not on, a restore from backup would be the next step.
Will give it a shot. Am not too good about backing my phone up 😟 ....... Can't try until later today when I get home from work. Thanks!
Doing a reset (power/sleep buttons) of the iPad worked for me.
