Exchange emails have a different tone

I have exchange, gmail and icloud accounts on my iphone. In the sounds settings page, I have a different sound for email then what's provided as the default tone. Only exchange emails are coming through with the default tone, the other two accounts use my selected email tone. I have tried changing the email tone but exchange ALWAYS uses the iPhone default tone.
