Making whole music library available on all devices.

I have Itunes with a iphone 5 and mini - all the music in my library is not readily available on all devices. I have to download individual songs over the network or Wifi and have to wait until complete before I can play the song. How do I download all song so that I can play any at any time. I have to select individually and it is time consuming.
