I just purchased an app that blatantly misrepresented itself. How do I return it?
First Contact the Developer of the App.
Then, If necessary...
Contact iTunes Customer Service and request assistance

Refunds from the App Store or iTunes Store
You need to contact Apple. On the emailed receipt for the App, it should have a "Report a Problem" link.
BUT, the terms of service are that all sales are final. Be polite, and if the rep believes you they may help you out. Don't bet on it however.
