How to bypass restriction in wifi?

My college wifi has certain restriction in wifi....I cannot open neither the app store nor iTunes ...bt one good thing is I can download apps ,games,music,or anything bt the problem is I can't initially connect to app store and get it...at first i have to download anything using cellular network to iPad ...if the icon of that app starts visible in iPad telling waiting to download then if I cannect to my college wifi then it starts downloading completely...!!!!!!!suggest me some app to bypass such restriction ....
