I can't get the arrangements tab to show up

when I connect my macbook air to an external monitor, the arrangements tab does not appear in the Display section of System preferences for me like it's supposed to (apparently). and i cannot even drag mymouse to the macbook's actual screen, I can only control it on the monitor - which means there's very little I can actually do while connected to the monitor. this is very frustrating
